The Heritage of Bluff Hill & The Napier Lighthouse
The story of the Napier Lighthouse is one of civic debate, maritime necessity, and a legacy that defines our local landscape today. While the iconic Bluff Hill Lighthouse B&B sits at the heart of this history, the journey to establish a guiding light for Napier was far from straightforward.
A Lighthouse Divided: The Great Debate
In the early 1870s, Napier's first town planner, Alfred Domett, officially designated a Lighthouse Reserve
on Bluff Hill. However, when the Hawke's Bay Provincial Council finally allocated £300 (approximately $42,000 today) for construction in1872, they chose the Gaol Reserve off Coote Road instead.
The decision was purely economic; the council intended for prison officers, already on duty overnight, to maintain the light. This plan faced fierce opposition. Local figures like William Colenso argued the light was unnecessary, suggesting steamers should simply time their arrival for daylight. Conversely, proponents like Mr. Kinross noted that unpredictable weather—such as the mail steamer’s 24-hour journey from Wellington—made a guiding light essential for safe anchorage at any hour.
Construction and Controversy
By December 1873, the lighthouse was erected on the Coote Road site. The Hawke’s Bay Times remained critical, predicting correctly that the Bluff Hill terrain would obscure the light for vessels approaching the treacherous Pania’s Reef. Furthermore, the use of prison labour to reduce costs was publicly condemned. Maintenance of the oil-generated light—costing £100 per year—became a point of contention between the Hawke’s Bay Harbour Board (Port of Napier) and the government. It wasn't until 1876 that the central government agreed to take over its operation.
Decline and Legacy
The advent of automated lights at Cape Kidnappers and the Beacons Airfield eventually rendered the original structure redundant. In 1948, the Marine Department demolished the lighthouse. Today, the original Lighthouse Reserve on Bluff Hill is home to the Bluff Hill Bowling Club, and the road retains the name Lighthouse Road as a tribute to the project that defined the area’s early years.
